Public Safety
Crimes
Pakistan Bureau of Statistics collects data on crime statistics in order to make policy
relevant information for future planning & programmes. Further, the crime information system aims to
enhance the public safety measures in the country. Data captured is considered only for those persons who
were brought into formal contact with police investigation. Number of crimes reported in the police stations
during the year, however, does not capture the data in respect of the number of persons involved in the
crimes, and there may be other crimes which may have gone unreported.
Number of registered crimes by districts is provided in table 6.02. Crime by types is given in subsequent tables. Division wise Karachi, Hyderabad and Shahee d Benazir Abad were particularly vulnerable to crimes in 202 3. On the other hand, in 2016 number of reported crimes was 69,546 which increased to 108,951 in year 2023.
Crime can be classified into several categories based on their nature and severity. The four main categories of crime are crimes against persons, crimes against property, traffic offe nses, and other crimes. Crimes against persons include offenses such as homicide, assault, and kidnapping. Crimes against property involve offenses such as theft, burglary, and vandalism. The category of other crimes includes offenses such as drug offenses , whitecollar crimes, and public order offenses. Each of these categories has numerous subcategories that can further classify different types of crime. Murder which comes under category of „crime against person ‟ is a heinous crime. It has been observed in 202 3 that maximum number of murders i.e. 119 (6.25%) were reported in Shikarpur district followed by Khairpur with 116 (6.10%) and 102 (5.36%) in Kashmore as far as top districts with most reported murder cases are concerned. However, these rates are not adjusted for various factors such as population size, crime reporting tendencies etc. In contrast districts with lowest reported murders are T. M Khan (10), Tharparker (14) and Umer Kot (17).

the victim succumbed to injuries later on.
NonFatal Accidents
.
NonFatal accidents refer to those in which no person was killed but in which one or more
persons were seriously or slightly injured.

Data Sources & Methodology of Data Collection Pakistan Bureau of Statistics (PBS) is the national statistical organization of Pakistan. It plays a pivotal role in collecting, analyzing, and disseminating data that supports policymaking, governance, and national development. PBS collects dat a on various socioeconomic and demographic indicators through surveys, censuses, and administrative records. It processes raw data into meaningful statistics and reports for the use of government, researchers, and the public alive. PBS shares its findings via publications, reports, and its online portal to ensure accessibility and transparency. PBS serves as the backbone of evidencebased governance in Pakistan. Its collaboration with to other departments, various government ministries, provincial department s, and international organizations ensure data quality, timelines & relevance for data driven decisions achieve sustainable development and national progress to fulfill its mandate. Challenges and Recommendations Challenges:
Recommendations:
Data Gaps Outdated Methodologie s Challenges Identified Limited human & Fiinancial resorces Delays in conducting Census & Surveys Awarness Campaigns Enhance collaboration with international statistical agencies Modernize data collection techniques using digital tools Increase funding and capacity-building initiatives. Data Security, Privacy and Sharing Protocols Improving Data Systems & Reporting Capacity Building for Stakeholders.
38 Methodology
- Quantitative Methods Data Compilation and Integration Aggregating data from different sources to create a comprehensive database of indicators at the district level. Statistical Analysis Techniques such as timeseries analysis, and crosssectional analysis to assess trends and relationships. Moreover, indicators are calculated in house to assess improvements.
- GIS and Spatial Analysis Mapping Data Using Geographic Information Systems (GIS) to visualize disparities in socioeconomic indicators. Spatial Comparisons Comparing indicators across districts to identify patterns or clusters.
- Mixed Methods Integration of Quantitative and Qualitative Data Combining statistical findings with contextual insights to provide a holistic understanding.
Triangulation Crossverifying data from multiple sources for reliability.

Limitations:
While these sources provide valuable insights, challenges like data fragmentation across ministries
and coordination issues persist.
Data integration is also a problem as different organizations are using customized software and in
some instances data is provided hardcopies.
Time lag from source agencies also pose problem to timely updating series.
