United Nations Conference on Sustainable Development (Rio+20) was held on 20-22 June 2012
in Rio de Janeiro, Brazil, with the participation of more than 40.000 people to enable humanity to
make a choice today for sustainable future.
Conference has provided opportunity for countries to discuss their successs and deficiencies
towards sustainable development in the last 20 years from the World Summit held in the same
city, in 1992 and to put forward the alternatives regarding the challenges that will threaten human
welfare in the future. As a consequence, conference was completed by the countries strongly
renewing the political commitments towards sustainable development.
Decisions and commitments given as a result of the discussions of the Rio+20, to reach a more
liveable planet, has been compiled and agreed in the conference outcome document you’re
holding; named “Future We Want”.
This document, being outcome of a negotiation period of more than a year, besides putting forth
the political commitment on sustainable development, also includes the decisions concerning the
establishment of a high level political panel on sustainable development as well as Sustainable
Development Goals for post 2015, when the Millenium Development Goals will be completed.
The document provides guiding principles and implementation frameworks for engagement of
tools that will serve for the sustainable development as green economy, enhancing the institutional
structure of sustainable development at the international level and for the subjects as employment,
energy, cities, food, water, seas and disasters.
Turkey has participated and contributed to the negotiation period of the “Future We Want” outcome
document for more than a year and ultimately to the Rio+20 Conference, putting forward our
conditions and sharing experience, with the awareness of the need for sustainable development
approach for global welfare and with the responsibility of being a strong country.
“Future We Want” is an internationally agreed document constituting a “roadmap” for sustainable
development. This document that we share with the Turkish translation, will guide and contribute to
the works of all stakeholders in our country including public sector, civil society and private sector.
I would like to extend my sincere appreciation for the institutions and experts, who shared their
knowledge and experience during the national preparations to Rio+20, coordinated by my Ministry,
would claim the future by strengthening their contributions for the realization of this document
named “Future We Want” and I wish you great success.

Birleşmiş Milletler Sürdürülebilir Kalk ınma Konferansı (Rio+20), insanl ığın sürdürülebilir bir gelecek
için şu andan seçim yapmasına olanak vermek üzere 20-22 Haziran 2012 tarihinde Brezilya’nın Rio
de Janeiro kentinde aralarında 40.000’den fazla kişinin katılımıyla gerçekleşti.
Konferans, 1992 y ılında ayn ı şehirde gerçekle ştirilmiş olan Yeryüzü Zirvesinin üzerinden geçen
20 y ıllık süreçte sürdürülebilir kalk ınma do ğrultusunda ülkelerin ba şardıkları ve yetersiz kald ıkları
hususları tartışmalarına ve gelecekte insan refah ını tehdit edecek sorunlara dair seçenekleri ortaya
koymalarına olanak sa ğlamıştır. Sonuç olarak ülkelerin sürdürülebilir kalk ınmaya olan politik
bağlılıklarını güçlü bir şekilde yenilemesi ile konferans tamamlanmıştır.
Rio+20’deki tartışmalar neticesinde ülkelerin daha ya şanabilir bir dünyaya ula şmak için verdikleri
karar ve taahhütler, elinizde tuttu ğunuz “İstediğimiz Gelecek” adl ı konferans sonuç belgesinde
derlenerek kabul edilmiştir.
Bir yılı aşkın süren bir müzakere sürecinin sonucu olan bu belge, sürdürülebilir kalkınma konusundaki
politik kararl ılığı ortaya koyman ın yan ında, Biny ıl Kalk ınma Hedefleri’nin tamamlanacağı 2015 y ılı
sonrası için Sürdürülebilir Kalk ınma Hedefleri ile sürdürülebilir kalk ınma konusunda üst düzeyli bir
politik panelinin oluşturulması konularında kararları da içermektedir.
Belge, aynı zamanda yeşil büyüme gibi sürdürülebilir kalk ınmaya hizmet edecek araçlar ın devreye
alınması, uluslararas ı düzeyde sürdürülebilir kalk ınmanın kurumsal yap ısının güçlendirilmesi ile
istihdam, enerji, kentler, g ıda, su, denizler ve afetler konular ında yol gösterici ilkeleri ve uygulama
çerçevesini de belirlemektedir.
Türkiye olarak, “İstediğimiz Gelecek” sonuç belgesinin bir yıldan fazla süren uluslararası müzakere
süreçlerine ve nihayetinde Rio+20 Konferans ına, sürdürülebilir kalkınma yaklaşımının küresel refah
için gereklili ğinin bilincinde ve güçlü bir ülke olman ın sorumlulu ğuyla, ülkemizin şartlarını ortaya
koyarak ve tecrübesini paylaşarak katkı ve katılım sağladık.
“İstediğimiz Gelecek” uluslararası düzeyde kabul görmü ş kalkınma için “yol haritası” niteliğinde bir
belgedir. Türkçe çevirisi ile birlikte payla ştığımız bu belge ülkemizdeki kamu, bilim dünyas ı, sivil
toplum ve özel sektörden bütün paydaşların çalışmalarına yol gösterecek ve katkı sağlayacaktır.
Bakanlığım taraf ından koordinasyonu yap ılan Rio+20 ulusal haz ırlıklarında bilgi ve tecrübelerini
bizlerle paylaşan kurum ve uzmanların “İstediğimiz Gelecek” adlı bu belgenin hayata geçirilmesinde

I. Ortak vizyonumuz
- Bizler, Devlet ve Hükümet Başkanları ve yüksek düzeyli temsilciler, sivil toplumun da tam katılımıyla 20-22 Haziran 2012 tarihlerinde Brezilya, Rio de Janeiro’da bir araya gelerek; gezegenimiz için, şimdiki ve gelecekteki nesiller için ekonomik, sosyal ve çevresel açılardan sürdürülebilir bir geleceğin teşvikinin sağlanması ve sürdürülebilir kalkınmaya yönelik taahhüdümüzü yineliyoruz.
- Yoksulluğun ortadan kaldırılması, günümüzde dünyanın karşılaştığı en büyük küresel zorluk olup sürdürülebilir kalkınmanın vazgeçilmez bir gereksinimidir. Bu doğrultuda bir aciliyet olarak insanlığı, yoksulluktan ve açlıktan kurtarmakta kararlıyız.
- Bu nedenle, sürdürülebilir kalkınmanın tüm boyutlarıyla başarılabilmesi için, her seviyede, ekonomik, sosyal ve çevresel yönleri bir araya getirerek ve bunların aralarındaki bağlantıları tanıyarak daha ileri düzeyde ele alınması gerekliliğini kabul ediyoruz.
- Yoksulluğu ortadan kaldırmanın, sürdürülebilir olmayan üretim ve tüketim modellerini değiştirmenin, ve sürdürülebilir üretim ve tüketim modellerini teşvik etmenin, ekonomik ve sosyal kalkınmanın doğal kaynak temelinin korunmasının ve yönetiminin; sürdürülebilir kalkınma için asli gereklilikve üst hedefler olduğunun farkındayız. - We, the Heads of State and Government and high-level representatives, having met at Rio de Janeiro, Brazil, from 20 to 22 June 2012, with the full participation of civil society, renew our commitment to sustainable development and to ensuring the promotion of an economically, socially and environmentally sustainable future for our planet and for present and future generations.
- Eradicating poverty is the greatest global challenge facing the world today and an indispensable requirement for sustainable development. In this regard we are committed to freeing humanity from poverty and hunger as a matter of urgency.
- We therefore acknowledge the need to further mainstream sustainable development at all levels, integrating economic, social and environmental aspects and recognizing their interlinkages, so as to achieve sustainable development in all its dimensions.
- We recognize that poverty eradication, changing unsustainable and promoting sustainable patterns of consumption and production and protecting and managing the natural resource base of economic and social development are the overarching objectives of and essential requirements for sustainable development. We also reaffirm the need to achieve sustainable development by promoting sustained, inclusive and equitable economic growth, creating greater opportunities for all, reducing inequalities, raising basic standards of living, fostering equitable social development and inclusion, and promoting integrated and sustainable management of natural resources and ecosystems that supports, inter alia, economic, social and human development while facilitating ecosystem conservation, regeneration and restoration and resilience in the face of new and emerging challenges.
- We reaffirm our commitment to make every effort to accelerate the achievement of the internationally agreed development goals, including the Millennium Development Goals by

We recognize that people are at the centre of sustainable development and in this regard we strive for a world that is just, equitable and inclusive, and we commit to work together to promote sustained and inclusive economic growth, social development and environmental protection and thereby to benefit all. 7. We reaffirm that we continue to be guided by the purposes and principles of the Charter of the United Nations, with full respect for international law and its principles. 8. We also reaffirm the importance of freedom, peace and security, respect for all human rights, including the right to development and the right to an adequate standard of living, including the right to food, the rule of law, gender equality, the empowerment of women and the overall commitment to just and democratic societies for development. 9. We reaffirm the importance of the Universal Declaration of Human Rights, as well as other international instruments relating to human rights and international law. We emphasize the responsibilities of all States, in conformity with the Charter of the United Nations, to respect, protect and promote human rights and fundamental freedoms for all, without distinction of any kind as to race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth, disability or other status. 10. We acknowledge that democracy, good governance and the rule of law, at the national and international levels, as well as an enabling environment, are essential for sustainable development, including sustained and inclusive economic growth, social development, environmental protection and the eradication of poverty and hunger. We reaffirm that to achieve our sustainable development goals we need institutions at all levels that are effective, transparent, accountable and democratic. 11. We reaffirm our commitment to strengthen international cooperation to address the persistent challenges related to sustainable development for all, in particular in developing countries. Bu nedenle, günümüze kadar olan gelişmeyi ve sürdürülebilir kalkınma konusundaki önemli zirvelerin sonuçlarının uygulanmasındaki eksiklikleri değerlendirerek ve yeni ve yükselen zorlukları ele alarak sürdürülebilir kalkınmayı sağlama yönündeki taahhüdümüzü yineliyoruz. Birleşmiş Milletler Sürdürülebilir Kalkınma Konferansı’nın, sürdürülebilir kalkınma ve yoksulluğun ortadan kaldırılması çerçevesinde yeşil ekonomi ve sürdürülebilir kalkınmanın kurumsal çerçevesi olarak adlandırılan konuları ele almaya ilişkin kararlılığımızı ifade ediyoruz. 13. İnsanların hayatlarını ve geleceklerini etkileyecek fırsatların, karar verme süreçlerine katılımlarının ve endişelerini dile getirmelerinin sürdürülebilir kalkınma açısından esas teşkil ettiğini kabul ediyoruz. We express our determination to address the themes of the United Nations Conference on Sustainable Development, namely, a green economy in the context of sustainable development and poverty eradication, and the institutional framework for sustainable development. 13. We recognize that opportunities for people to influence their lives and future, participate in decision-making and voice their concerns are fundamental for sustainable development. We underscore that sustainable development requires concrete and urgent action. It can only be achieved with a broad alliance of people, governments, civil society and the private sector, all working together to secure the future we want for present and future generations. • • • • • • • • • 3
