EPA gives California a split verdict on heavy-duty truck inspections

EPA’s final action split California’s heavy-duty vehicle inspection rule: one part was approved, another disapproved. The approved part covers vehicles registered in California and, EPA said, can become federally enforceable as part of the state’s SIP. EPA rejected coverage of out-of-state and out-of-country vehicles, saying California had not provided assurances required by the Clean Air Act. The partial disapproval will not trigger sanctions or require a federal implementation plan.
