Lucia has a Liberty City connection

Lucia’s biography connects her mother’s ambitions to Liberty City and says Lucia has been released from Leonida Penitentiary.^[1]

That is a character-history connection, not an announcement that Liberty City is explorable in GTA VI. It is a useful distinction when a familiar place name sparks map speculation: a biography can establish someone’s past without adding a destination to the game. The official profile also leaves room for questions; it does not identify the precise offence that put her behind bars.^[1]
