On July 20, 1989, President George Bush marked Apollo 11’s twentieth anniversary by announcing a return to the Moon and a human mission to Mars. The moment seemed unusually promising: crewed spaceflight had resumed after a thirty-three-month hiatus, the Soviet space programme was expanding, and Cold War tensions were easing. NASA’s 90-Day Study was the official proposal for carrying out the Space Exploration Initiative, not merely a speculative discussion. Its historical-record language called the initiative feasible and described the date as the beginning of humanity’s expansion into the Solar System. The main concept, Approach A, was an Apollo-scale sequential programme. First, establish a permanent lunar base. Then mount a Mars expedition, followed by continuing lunar and Martian operations. The proposed programme ran from 1991 to 2025. Its scale was formidable: one hundred billion dollars for the initial lunar base, and another one hundred fifty-eight billion for the Mars expedition, in constant 1991 dollars. With the study’s contingency allowance, the initial effort reached two hundred fifty-eight billion, while continuing operations brought the thirty-four-year total to five hundred forty-one billion. NASA’s annual budget would have risen from about thirteen billion dollars in 1990 to about thirty-five billion in 2007. That is the study’s voice. Portree’s later assessment is harsher. He calls the initiative a failure as a space programme, but a success as an idea generator and institutional lesson. Unlike Apollo, it lacked Cold War competition and public enthusiasm. Its oversized architecture and political cost helped keep these mission concepts on paper.
