Why does Winstanley's lighthouse look odd?

Winstanley's first Eddystone Lighthouse had an eccentric design[1]. It had all sorts of projections and quaint contrivances, as if intended to catch every wind that blew[1].

When completed, the lighthouse resembled nothing so much as 'a Chinese pagoda'[1]. The gallery around the lantern was so wide and open that it was possible, when the sea ran high, for a six-oared boat to have been lifted by the waves and driven through it[1].
