rule that shaped its buildings, infrastructure, work, movement, customs, and ordinary life.
Architecture is evidence of the rule. A spectacular skyline with no lived adaptation is
not an Atlas entry.

Entries are independent places rather than one shared planet or chronology. The implied
traveller observes public life without becoming the protagonist. Before proposing an idea,
fix five facts: governing rule, climate, main material, mobility or transport logic, and
one social consequence or custom. Show who benefits, who carries the burden, and what the
place treats as scarce, difficult, prestigious, or public.

## Truth boundary

Every place, map, institution, transport system, custom, quotation, coordinate, and event
is original fiction unless surrounding copy explicitly identifies a real comparison.
Public copy must describe the work as an original fictional atlas. Real engineering may
inform plausibility, but never imply that an invented place, authority, forecast, or travel
record is factual.

## Entry engine

Begin at a human-scale task or threshold, make the governing condition observable, and
show how residents changed infrastructure or behaviour because of it. The rule must be
